In recent years, the Civil Aviation Administration of China has repeatedly reiterated that domestic flights are not allowed to transport dangerous goods, regulate the international transport of dangerous goods, and strengthen relevant regulations on air transport safety. Especially since the beginning of this year, the safety situation of civil aviation has been severe, but there are still some air freight forwarder enterprises for personal gain, disregarding aviation safety, and adopting various methods such as concealment and false report to transport dangerous goods in violation of regulations, causing hidden dangers to aviation safety. To this end, it is hereby reiterated as follows:

1. In the process of sales agency of goods, an air freight forwarder enterprise shall fill in the air waybill according to the consignment document according to the facts, and strictly carry out various procedures for freight collection and transportation. Or act as an agent for the transportation of dangerous goods.

2. The air freight forwarder enterprise shall not hand over the air waybill to the units and individuals without the "Air Freight Sales Agency Business Operation Approval Certificate" for use and fill out.

3. Air freight forwarder enterprises should strengthen safety management, strengthen safety education for employees, and continuously improve employees' safety awareness and compliance with laws and regulations.

4. Air freight forwarder enterprises must strictly distinguish the nature of the goods in the process of freight sales agency. If the goods are dangerous goods, they shall not be accepted and transported by the agent, and they shall not conceal or conceal dangerous goods as ordinary goods.

V. If an air freight forwarder enterprise is found to have the above-mentioned violations, the Civil Aviation Administration and the regional administrations will deal with it severely and severely in accordance with the Civil Aviation Law of the People's Republic of China and the Regulations on the Administration of the Civil Air Transport Sales Agency Industry, until the cancellation of its air transport Sales agency business operation approval certificate; if a crime is constituted, criminal responsibility shall be investigated in accordance with the relevant provisions of the Criminal Law.

6. All regional administrations are requested to clearly indicate "except dangerous goods" in the content of the business scope column when issuing the air freight forwarder business operation approval certificate.

7. All regional administrations are requested to be responsible for notifying this notice to all freight sales agents within their jurisdictions.
